Rotation is a setting, not a redraw
A PDF page carries a rotation value that viewers apply when they display it. Changing it costs nothing in quality and nothing in file size, because the page content is not touched at all — only the instruction about which way up to show it. This is why rotating is instant even on a large scanned document.
It also means rotation accumulates. A scanned page often already carries a 90° value, so this tool adds your turn to what is there rather than replacing it. Rotate by 90° twice and you get 180°, as you would expect.
Why a scan comes out sideways
Usually because the scanner or phone app recorded the orientation it was held at rather than the orientation of the paper. Some viewers honour that and some ignore it, which is why a document can look correct on your phone and arrive sideways for the person you sent it to. Fixing the rotation in the file itself settles the question for every viewer.

Does rotating a PDF reduce the quality?
No, not at all. Rotation is stored as a property of the page, so the content is never re-rendered or recompressed. File size is effectively unchanged.
Why is my page still sideways after rotating?
It may have started at a rotation other than zero, in which case one more turn in the same direction will settle it. This tool adds to the existing rotation rather than replacing it, so repeating the action is safe.
Can I rotate just one page?
Yes. Type its number in the page box. Leave the box blank and every page is rotated.
Will the rotation stick when I email the file?
Yes. The rotation is written into the PDF itself, so every viewer applies it. That is the difference between rotating the file and rotating the view in your PDF reader, which changes nothing on disk.
Does this work on scanned documents?
Yes, and it is the usual reason people need it. Scans frequently carry the orientation the device was held at rather than the orientation of the page.
